Course Description

A cost segregation study dissects the construction cost or purchase price of real property that would normally depreciate over a long period and reallocates costs into shorter tax lives of 5, 7, or 15 years. This session will provide background information, depreciation rules, and an explanation of how a cost segregation study is performed.

Learning Objectives:


  • Define what cost segregation is, how taxpayers benefit from it, and how it has changed over the years

  • Describe tax issues that should be considered in conjunction with cost segregation studies

  • Recognize the potential impact of cost segregation on estate planning

  • Recall the impact of tax reform on cost segregation

  • List cost segregation opportunities related to the tangible property regulations and disposition regulations

  • Identify new opportunities to immediately deduct abandoned building components, avoid recapture tax, and expense demolition costs

Eddie is a Principal with KBKG and oversees the Southern region and its Texas-based operations. He is a Certified Cost Segregation Professional (CCSP) with the American Society of Cost Segregation Professionals (www.ASCSP.org). With over 35 years of cost segregation experience dating back to the Investment Tax Credit period, Eddie is one of the most experienced experts in the industry.

Eddie currently serves as Co-Chair of the Testing Committee of the ASCSP and is a former Chair of the Education Committee. In that position, he led the effort to develop educational courses and exam prep material that ASCSP members utilize before taking industry accreditation exams. He was also instrumental in getting ASCSP qualified by NASBA to provide Continuing Professional Education (CPE) to the CPA community.

Winston Shurtz is a Senior Manager in KBKG’s Cost Segregation Consulting practice. He has more than 12 years’ experience in cost segregation, providing reliable, engineering-based results for commercial and retail properties for his clients. He is a Certified Cost Segregation Professional (CCSP) with the American Society of Cost Segregation Professionals (www.ASCSP.org). Winston has overseen hundreds of cost segregation studies and consulted for numerous accounting firms throughout the country. He has successfully developed new processes, procedures, and firm software relating to cost segregation. Winston’s industry experience includes but is not limited to apartment, assisted living, major grocery stores, manufacturing, office, retail, warehouse, mixed-use space, and more.

He graduated with a degree in Civil Engineering from the Georgia Institute of Technology and has also spent time workings as a construction consultant in the property damage claims industry. Since joining KBKG, Winston has enjoyed the challenging and encouraging environment that this firm provides in order to meet and exceed our client’s expectations. Winston is married to his wife Olivia and enjoys spending time with their two boys and one girl all under the age of five.
